Location / Geographical Context
Venado Tuerto is a city in the Province of Santa Fe (General López Department), with 82,757 inhabitants according to the INDEC 2022 Census, integrated into the main Argentine agro-industrial corridor and recognized as one of the territories with the longest productive tradition in the interior of the country. It is located at the intersection of National Routes N°33 and N°8: the first connects with the agro-exporting ports of Rosario-San Lorenzo and Bahía Blanca, and the second links the city with Buenos Aires, Pergamino, Río Cuarto, and Villa Mercedes. It also has freight railway lines to the ports south of Greater Rosario and to the northwest of the country, consolidating itself as a key logistical, industrial, and business hub in southern Santa Fe.
Productive Context
Historically linked to Argentine agro-productive and seed leadership —it is part of the Seed Cluster and concentrates 70% of the national production of hybrid corn, sorghum, and sunflower seeds—, the city evolved into an ecosystem that integrates production, technology, knowledge, and territorial development. It has 1,308 companies and more than 12,000 registered private jobs, with a strong agro-industrial, metal-mechanical, and specialized services presence. The "La Victoria" Industrial Park brings together 74 companies and some 2,800 employed people, with expanding settlement capacity.

Venado Tuerto advanced in 2025-2026 with a comprehensive reform of the General Tax Ordinance (OGI), which eliminates, reduces, or simplifies more than 150 fees, stamps, and administrative procedures, with a direct impact on businesses, industries, and monotributistas. Among the changes, a Simplified Regime for monotributistas stands out (up to a 60% reduction and an end to the monthly sworn statement), reductions of between 30% and 50% in commercial and industrial licensing costs, elimination of numerous administrative stamps, and a decrease in the road network fee for producers. The municipality also maintains a freeze on fees throughout the year.
The municipality implemented a 100% digital commercial licensing system (tramites.venadotuerto.gob.ar/habilitaciones) that covers 216 categories—almost 50% of all licenses managed in the city. For low-risk activities without food handling, the process is completed in less than ten minutes from anywhere, without needing to visit the municipality: the system validates the data, verifies the corresponding zoning, and immediately issues a provisional permit with a QR code, valid for three months, while inspectors verify the submitted information within 72 hours to grant the definitive license. This measure, which eliminates the opening of physical files and the submission of paper documents, is part of the digitalization and paperless plan promoted by the Government of Venado Tuerto. All categories will soon be added to the digitalization.
In terms of training and employment, the Conecta Empleo program articulates training with the real needs of the local productive sector. Its most innovative aspect is the Training Center with Simulators, developed in conjunction with the Ministry of Human Capital, INET, COPAIN, and CRICEX: seven state-of-the-art simulators (forklift, backhoe, crane, agricultural tractor, heavy vehicles, industrial painting, among others) that allow for the training of skilled labor in a safe environment—the second such facility in the country and the only one in Santa Fe. This is complemented by the work of the Employment Directorate, which connects labor supply and demand between companies and job seekers in the city and the region.
For the international insertion of local companies, the municipality launched the Nexo, Negocios Exteriores y Oportunidades (Foreign Business and Opportunities) program in 2026, developed in conjunction with CRICEX and COPAIN: it supports ten companies per year with intensive two-month technical advice to develop export plans, based on a self-diagnosis of the local export matrix.
In sustainability, the city created the Circular Economy Hub (HEC) within the waste treatment plant (Girsu 5): it grants plots of up to 800 m² for 20 years (renewable) to private ventures that use recyclables as raw material, reducing logistical costs and generating green employment, with selection by public tender evaluated by the municipality, the Council, PEP, UTN, and the College of Agricultural Engineers.
Venado Tuerto is executing what the mayor himself defined as the most important public works plan of the last 30 years. The most strategic project is the Avenida de Circunvalación (Ring Road), under construction since January 2025 in articulation with the Government of Santa Fe: it connects National Routes N°8 and N°33 through modern roundabouts at both intersections, includes paved shoulders, a bike path, and a direct link to the future Provincial Route 96 towards Rosario, decisively improving heavy traffic and regional connectivity for the productive sector. This is complemented by the continuity of the urban paving plan, which maintained a pace of one block every five days for the fourth consecutive year, accumulating more than 300 paved blocks in different neighborhoods of the city in the last four years. In parallel, the municipality is advancing with a comprehensive public lighting modernization plan, replacing sodium luminaires with LED technology in avenues, squares, and housing complexes, with improvements in energy efficiency and the city's safety conditions.
