Rosario promotes new investments through a set of instruments that encourage the establishment and expansion of companies. The main benefit is the Comprehensive Productive Land and Investment Plan (Ordenanza N.º 10.139), which establishes incentives for the location of industries and productive activities, expands areas suitable for their development, and provides a regulatory framework that favors new investments. Since its implementation, it has already driven 114 new productive investments and over 422,000 m² of construction area.
As a complement, the city promotes the development of industrial clusters and parks, which facilitate the collective establishment of companies, optimize land and infrastructure use, reduce operating costs, and allow access to provincial and national recognition as Industrial Areas or Parks. Likewise, it provides technical and institutional support to facilitate the installation and development of new investment projects.
