Firmat: A Sustainable Mid-Sized City with Global Projection

Firmat falls within the category of mid-sized cities, also known as emerging cities. These cities are expected to play an increasingly important role in the coming decades, both because of their demographic scale and because of the strategic functions they perform in territorial planning.

Geography and Climate

Geographically, Firmat is located in the south of the Province of Santa Fe, in a strategic position along National Route 33.

The city has a strong industrial tradition, closely linked to the manufacture of agricultural machinery and to the agricultural sector as a whole, with a significant presence of extensive agriculture, cattle farming, and seed production.

In climatic terms, Firmat has a humid temperate climate, with warm summers and moderate winters. Average annual rainfall is around 750 mm, mainly concentrated during spring and summer.

Quality of Life

The city has a robust and continuously updated public service infrastructure, including drinking water networks, electricity, natural gas, and telecommunications, along with a recently expanded and modernized stormwater drainage system.

These works improve the drainage of excess rainwater, reduce the risk of flooding, and strengthen urban resilience in the face of intense climate events, supporting the city’s sustained growth.

Firmat also has a Municipal Hospital and a primary healthcare network, as well as educational institutions at all levels, including higher education and university training.

Strong Productive Profile

In addition to its productive profile, Firmat has an important network of green spaces, recreational areas, and sports facilities that contribute to a high quality of life for its residents.

The city also stands out for its active environmental policies, its comprehensive waste management system, and the preservation of its urban natural environments, consolidating itself as a modern, sustainable, and continuously expanding city.

Institutional Linkages

Firmat has a strong institutional network made up of the public, private, educational, and scientific-technological sectors. This articulation supports local development, applied innovation, and the generation of collaborative projects.

Its ecosystem includes educational institutions, rural associations, cooperatives, mutual associations, financial institutions, business chambers, and organizations linked to productive development. Since 2024, Firmat has been part of the UNESCO Global Network of Learning Cities, a recognition that is not the result of chance, but rather of sustained public policies over time.

Strategic Position and Firmat Industrial Area

Firmat’s geographic position can be considered strategic due to its relative proximity to the country’s main population and economic centers.

The city is located at the intersection of two important interurban routes — National Route 33 and Provincial Route 93 — allowing direct connection with Argentina’s most economically relevant areas.

Firmat has the Firmat Industrial Area, known as AIF, authorized by the Province of Santa Fe and located along Provincial Route 93, a road that connects with Buenos Aires and Rosario.

The area consists of 81 lots and has official recognition from the Province of Santa Fe, granted through Resolution 111/03. This provides companies located there with significant exemptions from provincial and municipal taxes.

Tax Exemptions and Benefits

The Municipality of Firmat has Ordinance No. 1021, whose Article 10 details the benefits granted to all companies that establish themselves in the city’s Industrial Productive Park:

Exemption from the Registration and Inspection Fee and its additional charges for a period of seven (7) years from the start of activities in the Industrial Park.

Permanent exemption from Building Permit Fees for construction and/or modifications to the industrial facility.

Permanent exemption from the General Real Estate Tax on applicable urban, suburban, and/or rural properties, including any additional charges, from the date of establishment in the Park.

Exemption from municipal fees, stamps, and/or duties for administrative procedures related to industrial activity, for a period of seven (7) years from the start of activities in the Industrial Park.

Availability of lots in the Firmat Industrial Area.

Municipal support for investment projects and business establishment through the Secretariat of Productive Development and Environment.

Access to provincial and national productive financing programs.

Management support and advisory services for obtaining loans, subsidies, and benefits aimed at productive investments.

Service infrastructure and connectivity in the industrial area, including electricity and natural gas.

Coordination with educational, scientific, and technological institutions for training, innovation, and project development (UNR; UTN; UNL).
