Zapala is an intermediate-sized city located in the geographical center of the province of Neuquén and the capital of the homonymous department. Its location gives it an articulating role between the Confluencia area, the mountain range region, and the corridors linking the province with Chile. With a population of around 40,000 inhabitants according to the 2022 National Census, it concentrates administrative, health, educational, commercial, and productive services that supply a wide region of central Neuquén.

Geography and Climate

Geographically, Zapala is located on the Patagonian plateau, approximately 1,000 meters above sea level. It is one of the main road hubs in the province: it connects with National Route 22, National Route 40, and provincial routes that link with towns in the center, north, and mountain range of Neuquén. Its position is strategic for the circulation of people and cargo between the Alto Valle, the international passes to Chile, and the tourist destinations of the mountain range.

The climate is cold, dry, and windy, characteristic of the Patagonian steppe. It presents cold winters, with occasional frosts and snowfalls, and mild to warm summers during the day, with a marked thermal amplitude. Rainfall is scarce, and water availability, energy efficiency, and adaptation to extreme climatic conditions are central variables for urban and environmental planning.

Quality of Life

Zapala has urban infrastructure and essential services for drinking water, electricity, natural gas, sanitation, telecommunications, and transport. Due to its condition as a regional head, it has a health network whose main establishment is Hospital Dr. Jorge Juan Pose, in addition to primary care centers. The city has educational establishments at initial, primary, secondary, technical, and higher levels, and maintains links with university and vocational training institutions in the province.

The urban scale, the availability of sports and recreational equipment, and the proximity to natural environments of the steppe and the pre-mountain range are assets for the quality of life. The planning of green spaces, urban tree planting, safe mobility, water management, and the improvement of public space are relevant axes to consolidate a more resilient and livable city.

Productive Profile

Zapala's economy is based on services, commerce, public administration, construction, logistics activity, and a historical mining profile. The area of influence has non-metallic mineral resources and application rocks, which gave the city a strong identity linked to mining and associated transformation activities. Its location also favors the development of services for regional production and cargo distribution.

The city has an Industrial Park and the Zapala Free Trade Zone, infrastructure designed to strengthen the establishment of companies, logistics, storage, product transformation, and foreign trade. This combination positions Zapala as a platform with potential to integrate into provincial value chains, including those linked to mining, energy, construction, food, and services.

Environment and sustainable development

The semi-arid condition of the territory makes environmental management strategically important. Among the urban challenges are comprehensive waste management, material valorization and recovery, efficient water use, climate-adapted afforestation, soil protection, and the strengthening of environmental education. These axes allow linking urban growth, production, and quality of life with criteria of sustainability and circular economy. Positioning Zapala in the first place in the provincial waste recycling ranking in Neuquén for the second consecutive year, within the framework of the Comprehensive Urban Solid Waste Management (GIRSU) program.

The convergence of national road corridors, its historical railway connection, and its relative proximity to international passes to Chile give it the conditions to function as a logistics hub for central Neuquén. The city is also in a favorable location with respect to mountain destinations, mining and energy areas, and the Neuquén–Plottier–Centenario metropolitan axis.

The Zapala Free Trade Zone and the Industrial Park expand this territorial advantage. Their development, along with improvements in road, rail, and service infrastructure, can strengthen bioceanic integration and generate opportunities for new investments, employment, and productive diversification.
