Overview

GENERAL PICO, INTERMEDIATE AND INNOVATIVE CITY

It is the second most important city in the province of La Pampa and the head of the Maracó department. Strategically located in the north of the province, it has approximately 68,000 inhabitants and is consolidated as an intermediate city with a marked productive, commercial, industrial, and service identity.

Its economic structure is characterized by diversity and an institutional framework that articulates the public, private, educational, and scientific-technological sectors. This combination allows the city to have the capacity to support the development of companies, ventures, and new investment projects.

One of its main differentials is the infrastructure that sustains its productive activity. General Pico has an Industrial Park, an Agri-food Park, a Free Trade Zone, Customs, and a Scientific-Technological Hub, forming an ecosystem that integrates production, commercialization, logistics, services, innovation, and knowledge. These spaces are complemented by a wide network of institutions linked to economic and business development.

Productive profile

General Pico has a diversified productive matrix, with a significant presence of the meatpacking industry, services linked to the agricultural sector, and commerce, along with agro-industrial and industrial activities.

Among its main sectors are the metalworking, textile, and food industries, logistics, services, and activities linked to the knowledge economy.

The city also has experience in incubating and supporting projects in productive chains such as textile, metalworking, food, and technology-based. The strengthening of the entrepreneurial fabric through training, capacity building, and resources has contributed to the transformation of projects into SMEs and larger companies.

Productive infrastructure and institutional framework

The joint presence of the Industrial Park, Agri-food Park, Free Trade Zone, and Customs constitutes a strategic platform for companies seeking to produce, commercialize, and expand their possibilities of linking with other markets.

This ecosystem is accompanied by institutions that strengthen business and productive development, including the Fundación para el Desarrollo Regional, the Unión Industrial de La Pampa, the Cámara de Comercio y Afines, the Centro Regional de Educación Tecnológica (CERET), INTA, INTI, Banco de La Pampa, Dirección General de Aduanas, and Dirección General Impositiva.

The articulation between these actors favors the generation of projects, access to knowledge and support tools, and the construction of new opportunities for companies and entrepreneurs.

Human capital, training, and innovation

General Pico has a consolidated higher education and vocational training system. The Universidad Nacional de La Pampa, with the presence of the faculties of Veterinary Sciences, Engineering, and Human Sciences, is complemented by tertiary institutes, technical schools, and Vocational Training Centers with a wide range of professional families.

This availability of talent and technical training constitutes an asset for the development of productive and service activities, as well as for the incorporation of knowledge and technology in local companies.

The city also promotes a long-term development vision through Agenda 6360, based on innovation, productive diversification, the incorporation of knowledge and technology, public-private cooperation, and the generation of new investment and employment opportunities.

A CITY DESIGNED FOR GOOD LIVING

General Pico is characterized by a conception of urban development focused on good living, combining infrastructure, services, public spaces, culture, sports, and territorial inclusion policies.

The city has coverage of basic services throughout its urban area, including drinking water, sewers, electricity, and natural gas, guaranteeing urban infrastructure conditions in the different neighborhoods.

In addition, there are more than 70 parks, squares, and public spaces, which function as meeting places, recreation, and sports practice distributed in different sectors of the city.

General Pico also has an active cultural and recreational agenda, with entrepreneur fairs, festivals, artistic proposals, theater and cinema halls, and exhibition spaces. Among its main events, Pico Cumple stands out, a popular and free celebration that brings together residents and visitors from towns in the region.

Sports, cultural, and social policy is also developed with a strong territorial presence, through free proposals in the neighborhoods, Territorial Development Centers, sports schools, and cultural spaces.

Infrastructure and strategic works

The city is undergoing a process of modernization of its urban infrastructure through a Five-Year Public Works Plan, which includes interventions in sanitation, water, drainage, paving, connectivity, and access.

Among the works developed, the expansion of water and sewer networks, new strategic water reserves, storm drainage works, and the intervention of more than 1,000 blocks through paving and repaving work stand out.

The construction of the Dual Carriageway on Provincial Route N.º 1 also stands out, which improves the safety and connectivity of access to the city and accompanies the growth of new commercial and residential corridors.

These investments strengthen the urban and productive conditions of General Pico and accompany a strategy of sustained growth.

A city to produce, innovate, and live

General Pico combines a diversified productive matrix, strategic infrastructure, institutions linked to business and scientific-technological development, human capital, and a quality of life proposal that favors rootedness and the generation of new opportunities.

Its articulation capacity and its long-term development vision position the city as a territory with conditions to accompany new investments, ventures, companies, and projects linked to production, agro-industry, industry, services, and the knowledge economy.

  1. Duty-free entry: Foreign goods can enter without paying tariffs, fees, or import taxes, and can remain there indefinitely.
  2. Capital goods without VAT: The purchase of imported capital goods does not pay import tariffs or Value Added Tax (VAT), which drastically reduces the investment cost.

  1. It has a multimodal transport network: land connectivity (road and rail) and air (direct connection for cargo).
  2. It provides extensive basic services: communications, natural gas, drinking water, electricity, and drainage, ready for industrial and storage uses.

Permitted Activities Within the premises, companies from various sectors operate (textile, chemical, plastic, food, metallurgical, technological, and services). Storage, commercial, service, and industrial activities are allowed. Today, hundreds of people work there, operating as both direct users (who produce within the zone) or indirect users (who use the warehouses to store imported merchandise).

BEEKEEPING AND AGRI-FOOD PARK

With 11.5 hectares and 35 plots, the park currently has 20 companies in operation and 6 projects under development. It has service infrastructure and is oriented towards activities related to the production, industrialization, storage, and commercialization of honey, food, and their value chains.

As the place still has available space, the government maintains an open call for new ventures wishing to establish themselves.

INDUSTRIAL PARK

The General Pico Production, Commerce, and Services Park has approximately 64 hectares and an occupancy close to 95%. It brings together companies from sectors such as metalworking, agro-industry, food industry, plastics, logistics, and technological services, with industrial infrastructure and links with CERET.

New industrial expansion

The General Pico Economic Activities Park is under development on provincial routes 4 and 3 and will expand the availability of land for new companies. The project incorporates energy and service infrastructure and includes a 15 MW Industrial Photovoltaic Park, aimed at guaranteeing clean and stable energy for future industries.

TECHNOLOGICAL HUB

The La Pampa Scientific and Technological Hub, based in General Pico, integrates incubation, training, research, and development spaces for companies and ventures linked to the knowledge economy. Its ecosystem articulates startups, universities, and institutions such as INTI, INTA, and CONICET, facilitating access to knowledge, technical assistance, laboratories, and financing opportunities.

Today, the Hub is a highly active space that hosts innovative projects from various fields. Its facilities house and develop ventures ranging from video game design and 3D modeling studios to creators of mobile applications for livestock management and digital platforms oriented to road safety.

The biocosmetics sector also has a strong presence, with local companies that formulate sustainable products using local beekeeping derivatives and natural Pampean assets. The space constantly renews its ecosystem through the "El Polo Incuba" program, opening calls, such as the current one for 2026, to select and finance new technological proposals.

Strategic sectors

It is worth mentioning that the municipality also promotes articulation between companies, institutions, and public and private organizations, providing institutional support to initiatives that contribute to diversifying the productive matrix, incorporating technology, generating added value, and creating local employment.

General Pico seeks to especially boost investments linked to agro-industry, technology and knowledge economy, renewable energies, industry, logistics, and services, in line with its strategy of productive diversification and local job creation.
